Guide dogs are eligible for reimbursement with a flexible spending account (FSA), health savings account (HSA), health reimbursement arrangement (HRA), or a limited purpose flexible spending account (LPFSA). Guide dogs are not eligible with a dependent care flexible spending account (DCFSA). The cost of maintaining a guide dog (food, vet visits) are also eligible.

You can reference IRS Publication 502 and IRS Publication 503 for the full list of expenses that are qualified, are not qualified, and may be qualified based on certain circumstances.
